On 26 March 2026,the European Chemicals Agency (ECHA) released a major announcement:its two scientific committees—the Committee for Risk Assessment (RAC) and the Committee for Socio-Economic Analysis(SEAC)— have formally endorsed an EU-wide restriction on PFAS(per-and polyfluoroalkyl substances),accompanied by targeted exemption provisions(document reference:ECHA/NR/26/17).
This marks a decisive phase in global regulation of“forever chemicals”, sounding a full compliance alert for businesses exporting to the EU.

In its final scientific opinion,RAC clearly states:
High persistence: Remain in the environment for hundreds of years, migrate over long distances, and continuously contaminate soil and groundwater.
High bioaccumulation:Tend to accumulate in humans and organisms; certain categories are proven to cause severe health risks including carcinogenicity, reproductive toxicity and immune system damage.
Insufficient current controls: Existing regulations cannot effectively curb PFAS emissions; a unified EU restriction is necessary to control risks at the source.

The two ECHA committees have reached critical consensus, laying the scientific groundwork for the EU PFAS restriction regulation:
Supports a full ban on the production, placing on the market and use of PFAS.
Where exemptions are granted for specific uses, mandatory emission reduction measures will apply:
1. Companies must establish dedicated PFAS management plans and implement emission monitoring.
2. Strengthen supply chain communication and require clear fluorine content labelling in products.
3. Standardise safe use and disposal guidelines, and submit regular emission reports to ECHA.

1. Supports a broad restriction while recognizing the need for conditional exemptions.
2. Exemptions apply only where no mature alternatives exist and the cost-benefit assessment is justified.
3. Endorses the emission reduction requirements for exempt uses proposed by RAC, while proportionality of measures remains under evaluation.

26 March 2026: ECHA publishes announcement,launching a 60-day public consultation (until 25 May).
End of 2026: SEAC will issue its final opinion incorporating feedback and submit it to the European Commission.
Next steps: The European Commission will submit the proposal to the REACH Committee for review and voting. The formal restriction is expected to take effect in phases starting in 2027.
Once the restriction enters into force,PFAS-containing products will be banned from the EU market, facing detention, recalls, fines and severe damage to brand reputation.
Companies must fully screen raw materials,additives and semi-finished goods,phase out PFAS-containing suppliers,and switch to fluorine-free alternatives,leading to short-term cost and lead-time pressures.
Investment will be required in full-scope PFAS testing, alternative substance validation and compliance documentation, otherwise products risk rejection at EU customs and during market surveillance.
Facing the strictest ever EU PFAS regulation, businesses can act confidently with Huak Testing's end-to-end compliance solutions:
