1. FCC SDoC (Supplier’s Declaration of Conformity) – Non-Wireless Products
Applicable to unintentional radiators without active RF emission, which only produce stray electromagnetic noise from circuit operation.
Tests: Only EMC conducted & radiated emissions (30MHz~1GHz).
Process: Test at FCC-accredited lab to get an EMC report. Manufacturer issues the SDoC for internal filing. No FCC registration or unique ID needed.
Marking: Print “FCC Compliant” and US responsible party address on the product.
2. Mandatory FCC ID Certification – Wireless RF Products
Required for all intentional radiators with Bluetooth, Wi-Fi, 2.4G remote, 4G/5G or RF modules.
Tests: Full EMC + comprehensive RF testing.
Mandatory RF items: frequency error, transmit power, EIRP, occupied bandwidth, spurious emissions, spectral leakage, 5GHz DFS, TRP/TIS. SAR test is added for body-worn devices.
Application Process (permanently valid if hardware unmodified):
1.Register FRN and apply for a permanent Grantee Code ($60–70 one-time fee).
2.Conduct pre-test and formal testing at an FCC authorized lab.
3.Prepare technical files: schematics, PCB drawings, antenna specs, product photos, English manual, RF parameter sheet.
4.Submit documents to a TCB for review.
5.Approved records are uploaded to the FCC database to generate a searchable unique FCC ID (XXXXX-XXXXXX).
Mandatory Rules:
1.Appoint a US local importer/agent for FCC regulatory correspondence.
2.Permanently engrave the FCC ID on the product casing.
3.Attach the official FCC disclaimer in the user manual.

(I) FCC ID Certification (Wireless Products, Lead Time: Approximately 8–12 Weeks)
1.Qualification Registration:Register an FRN number (11-digit application identifier) on the FCC CORES system and apply for a permanent Grantee Code (manufacturer code. Non-US enterprises must appoint a US agent and provide a power of attorney.
2.Documentation and Sample Preparation:Prepare product schematic diagrams, BOM list, English user manual and label artwork, and supply 2–3 complete finished samples.
3.Laboratory Testing:Deliver samples to an FCC-recognized laboratory with A2LA/NVLAP accreditation to complete tests including RF performance, EMC, and SAR (for body-worn devices). The testing phase takes 1–4 weeks.
4.TCB Review and Certificate Issuance:Submit test reports, application forms and other documents via a TCB. An official FCC ID certificate will be issued upon successful review.
5.Product Marking:Mark the FCC ID number and compliance information on the product and outer packaging.
(II) FCC SDoC Certification (Ordinary Electronic Products, Lead Time: Approximately 4–6 Weeks)
1.Standard Confirmation:Determine the applicable regulatory parts (e.g., Part 15B, Part 18).
2.Sample Testing:Send samples to an accredited laboratory for EMC testing (conducted and radiated emissions). Test reports can be issued within 3–5 working days.
3.Self-Declaration:The manufacturer signs the Supplier’s Declaration of Conformity (SDoC/DoC).
4.Document Archiving:Retain technical files such as test reports and the declaration for a minimum of 5 years.
5.Market Launch:Affix the required compliance marking on the product, then the goods can be legally placed on the US market.
