SOP Guide for U.S. Customs Clearance – CPSC eFiling Electronic Filing

CPSC eFiling is not simply uploading a PDF document to CPSC.When filing Entry for U.S.customs clearance,importers shall submit or reference product compliance certificate data electronically via the PGA Message Set in the ACE system.For regular importers with recurring shipments, adopt the combination of Product Registry + Reference PGA Message Set. For occasional or low-frequency imports,use the Full PGA Message Set.


1.Overview of CPSC eFiling

CPSC eFiling requires importers of regulated consumer products to submit key data of Certificate of Compliance (CoC) electronically to U.S. Customs, mainly through the PGA Message Set within CBP’s ACE platform. The core of eFiling is converting data from CPC/GCC into machine-readable electronic data for ACE, rather than submitting an extra PDF file.

3.Products Subject to Electronic Filing

Judgment Rule

Products falling under CPSC jurisdiction,subject to mandatory safety standards or bans and requiring a Certificate of Compliance shall complete eFiling upon import.

Judgment Principle

Do not judge solely by HTS codes or product titles.Conduct comprehensive assessment based on actual usage,age grading, materials,labels, packaging, manuals and relevant CPSC mandatory standards & test reports.

6.SOP for CPSC Product Registry

(1) Confirm if the product is regulated by CPSC and requires CPC/GCC per mandatory standards.

(2) Compile certificate data: product identification, applicable regulations, importer/manufacturer details, production/test date & location, lab information and contacts.

(3) Register or log into CPSC Product Registry, and assign roles including Business Account Administrator, Compliance Manager and Data Reviewer.

(4) Manually enter data or bulk upload certificate information via CSV/API.

(5) Conduct internal review to ensure consistency of SKU, model, test report number, standards and factory details.

(6) Complete certificate certification in the Product Registry.

(7) Extract and record Certificate Identifiers, then provide them to the customs broker for Reference PGA Message Set.

(8) Timely update certificate versions if products, models, factories, test reports or applicable regulations change.


Important Note

CPSC Product Registry only serves as a certificate database. It will not automatically push data to CBP ACE. Importers must provide certificate IDs to brokers for declaration via ACE.
