Age Classification Rules for CPC and EN71

Both standards take 36 months (3 years old) as the critical age threshold, yet they differ in upper age limits.Products for children aged 0–3 are subject to the strictest controls,while items for kids over 3 must bear mandatory warnings and comply with corresponding requirements.

· Small Parts Rule (16 CFR 1501):No components shall fully fit into the test cylinder of φ31.7mm × 57.1mm.Products intended for children over 3 must be marked with the warning:"Choking Hazard – Not for children under 3 years".

· Stricter limit values for lead,phthalates and other chemical substances.

EN71 Requirements


· EN71-1:Small parts are prohibited.Components shall withstand a torque of 0.34N·m and a pulling force of 90N to prevent detachment.

· EN71-3:Stringent limits for heavy metal migration(e.g., lead ≤ 600mg/kg).

· Labelling:No additional warning is required(products are deemed unsuitable for children aged 0–3).

Differences in Labelling & Compliance for Ages Over 3

CPC (USA,3–12 Years Old)

· Small Parts:Small parts are permitted,but the warning"Choking Hazard – Not for children under 3 years"(per 16 CFR 1501)must be displayed prominently.

· Chemical Limits:Lead ≤ 100mg/kg(CPSIA §101);Phthalates ≤ 0.1% (16 CFR 1307).

· Certificate:The CPC certificate shall clearly state the applicable age and specify relevant test standards (e.g., ASTM F963).


EN71 (EU,3–14 Years Old)

· Small Parts:Small parts are permitted,with the label marked:"Not suitable for children under 36 months".

· Chemical Limits:Heavy metal limits under EN71-3 remain the same as those for children aged 0–3.EN71-9/10/11 regulate phthalates and a wider range of chemical substances.

· Labelling:The applicable age and warning statements shall be clearly indicated.


Common Misunderstandings & Potential Risks

1. Incorrect age labelling: If products for children over 3 are labelled for ages 0–3,they will be tested against the strictest criteria,resulting in test failures or product recalls.

2. Missing warning labels: Failure to affix the required warning for products for children over 3 will lead to non-compliance under both CPC and EN71.

3. Confused application across markets: EN71 applies to toys for children ≤14 years old, while CPC covers all children’s products for ages ≤12.Do not mix up the two standards.
