With the booming development of cross-border e-commerce,an increasing number of toy enterprises are expanding into the North American market.CPC certification is a mandatory threshold for selling children’s toys in the United States or on platforms such as Amazon.
CPC (Children’s Product Certificate) is a mandatory compliance document required by the US Consumer Product Safety Commission (CPSC).All toys designed for children aged 12 and under must be tested by a CPSC-accepted third-party laboratory and issued with a CPC certificate.Notably,the CPC is not issued by official authorities but declared by manufacturers or importers based on valid third-party test reports.
CPC testing must comply with the following standards simultaneously: CPSIA (regulating hazardous chemicals and labeling);ASTM F963-23(the latest official toy safety standard,fully effective since April 20, 2024, replacing ASTM F963-17).Electric toys must additionally meet UL 4200A or 16 CFR Part 1505 electrical safety standards.
As the most fundamental test item,it simulates normal and abusive child play scenarios. Key tests include: small part test (parts fully fitting into a 31.75mm test cylinder are unqualified; small components must withstand 90N pull force); sharp edge and sharp point inspection; abuse test (6 drops from 91cm height and 50-pound seam pull); special-item limits (rattle weight structure, projectile kinetic energy ≤0.08J, maximum 22cm cord length for toys under 18 months).
Lead content: surface coating ≤90ppm, substrate ≤100ppm. Phthalates: 8 types restricted, each ≤0.1%, with soft plastic toys as key inspection objects. Additional tests cover formaldehyde (≤30ppm for fabric toys) and flammability for wooden toys.
Mainly applicable to plush and textile toys, requiring a flame spread rate ≤75mm/s and full compliance with 16 CFR Part 1610 textile flammability regulations.
Covers short-circuit protection,tool-only accessible battery compartments,motor overheat protection(1-hour continuous operation without overheating),and sound pressure testing (≤85dB for handheld sound-producing toys).

Plush toys: flammability,formaldehyde,azo dyes,seam strength and fastener stability.

Process: select CPSC-accredited lab & submit samples → complete ASTM F963 + CPSIA testing → obtain test report → issue CPC certificate.

CPC has no fixed expiry but requires retesting if product design/materials change or new standards are released.
