The new CPSC eFiling regulation for electronic filing of compliance certificates will be fully enforced for most consumer products starting July 8,2026.
This means all regulated consumer products imported into the U.S.market must complete electronic registration mandatorily. Failure to comply will result in serious customs risks including cargo detention,return shipment and official penalties.Below is a full breakdown of the new regulation to help you prepare in advance for smooth customs clearance.
CPSC eFiling is a full digital upgrade of compliance certificates launched by the U.S.Consumer Product Safety Commission.
Previously,paper certificates or PDF files were acceptable for U.S. customs clearance. From now on,U.S.importers must submit core product compliance data electronically via the CBP ACE system to the official CPSC Product Registry Database.Real-time verification and automatic system matching will be conducted upon goods entry.
Important Reminder:No monetary exemption applies.Even samples and small trial orders within the regulated scope are required for electronic filing.It is no longer random inspection—every shipment will be checked and must be filed upon entry.

Note:Voluntary filing is currently open.Authorities strongly recommend all importers participate in trial filing as soon as possible to get familiar with the process and avoid customs clearance delays after the July 8 deadline.
The new regulation covers two major categories,including most common consumer products:
Children's Products(Require CPC–Children's Product Certificate)

General Consumer Products(Require GCC–General Conformity Certificate)
Adult bicycles,adult helmets,adult portable bed rails, button/coin cell batteries,mattresses,garments,accessories,etc.
Products with listed HTS codes without complete certificate information will receive electronic warnings with a much higher inspection rate.
Listed HTS codes exempt from CPSC certification may submit a Disclaimer Message Set to notify CPSC of non-jurisdiction, effectively reducing clearance delay risks.
Note:The list does not cover 100% of eFiling-mandatory products. Importers shall bear primary responsibility to confirm whether their products require electronic certification filing.
Cargo Detention & Return Shipment: CBP will hold goods without valid electronic filing and block customs clearance.
Severe Clearance Delays: Extended lead time and missed sales peak seasons.
CPSC Penalties: Heavy fines, sales bans and severe brand reputation damage.
Market Ban: Products under review are prohibited from sale; violations will face legal accountability.

CPSC offers 3 filing options for different business scales:
1. Single Product Manual Entry:Suitable for small-batch and multi-category sellers
2. CSV Bulk Import:Ideal for large-scale standardized product suppliers
3. API Integrated Data Transmission:For large enterprises with automatic system synchronization
Under Review:CPSC is verifying filing data.Goods may be stored in warehouses but strictly prohibited from market sales or distribution.
May Proceed:CPSC review completed;goods fully released.
Hold Intact:Goods selected for intensive inspection;full cooperation required.
Critical Reminder:Electronic certificate data must be submitted upon or during goods entry.The traditional"provide upon request"mode is no longer acceptable.Late submission will directly result in cargo detention.
